Should my Mardi Gras Party be formal or casual?

There is one next month for the local Habitat for Humanity and they are using the idea of "Business Casual or Costume" and another was "Jewels or Jeans" for a less formal party. A more vague idea was "Dress Code: Celebratory" and left it to the imagination.
