You owe it to the other outdoor cats to keep him inside. While FIV isn't highly contagious, FeLV is. FeLV can be spread though any kind of contact - mutual grooming, shared litter boxes, shared food bowls. Your female is at risk, however the damage there has probably already been done. Many adults can fight off a FeLV infection, others cannot. Keeping a FeLV cat indoors is a responsible thing, even if not popular.
