TAMPERED METER!!!!!!! informed elec.co. 2yrs ago only now are they doing something?

My ex boyfriend wired my pre-pay meter 3yrs ago when we had no money,now 2yrs after informing them of the situation the elecric co. are coming to inspect the meter as their records show no payments, the debt is at 999.99 obviously i am willing to pay it back,but am I liable for prosecution?
